It gradually became apparent that some 80 percent of the young Muslims who traveled to Syria to join the jihad, says Aarslev, were regulars in Saadi's mosque.

But the cleric ultimately agreed to help and the two went on to jointly develop a counterterrorism program that is based on early recognition, cordiality and integration.
